    its a progressive idea although i dont know to what extent it takes into account the other characteristics of land that arent directly economical. for example africa-wide the issue of land is culturally embedded associated with many emotions arising from the colonial history of many nations. therefore the possibility of exploring the idea of charter cities becomes somewhat limited.
