How can a struggling country break out of poverty if it’s trapped in a system of bad rules? Economist Paul Romer unveils a bold idea: “charter cities,” city-scale administrative zones governed by a coalition of nations. (Could Guantánamo Bay become the next Hong Kong?) its a progressive idea although i dont know to what extent it takes into account the other characteristics of land that arent directly economical. for example africa-wide the issue of land is culturally embedded associated with many emotions arising from the colonial history of many nations. therefore the possibility of exploring the idea of charter cities becomes somewhat limited.
